"CITIES, CITIZENSHIP AND GENDER"

This project has received the support of the Service for Equal Opportunities of the Belgian Ministry for Culture and Social Affairs (2) and UNESCO (3)

In order to ensure a larger dissemination of this field of knowledge all over the world, we share the contents of this CD-Rom with Humanity Development Library for Sustainable Development & Basic Needs (4).

WHY THE TOPIC CITIES, CITIZENSHIP AND GENDER?

A first research/action carried out in 1994 by a group of researchers with the support of the European Commission resulted in the drawing up of an inventory in colleges of architecture and the architect’s profession in 6 European countries regarding equal opportunities of women and men and the access of women to the decision-making process.

A second research/action carried out in 1995 and 1996 also supported by the European Commission resulted in the proposing of a European Charter for Women in the City (on this CD-Rom) : this charter is viewed as a lasting and open analytical process containing a series of concrete proposals which might be put into practice in order to take into account and to promote increasingly active citizenship by women in regional and town planning as a whole.The proposal for a Charter for Women in the City aims at conceiving a new philosophy in town planning, likely to make a constructive contribution to a true democratic debate which will take into account the different expectations of citizens, women and men alike. Efforts for revitalising cities must create newer political and economic priorities aiming at increased social harmonisation. The issue at stake is to recreate spaces and close social ties with increased equal opportunities for women and men in urban and rural life. The aim of this Charter is to promote a more liberated society, free from all stereotypes which hinder any development favourable to women in town planning and services, housing, social safety and mobility.

This is a short explanation of the origin of the keywords : Cities, Citizenship and Gender. The contacts established on the occasion of the Summit of the Habitat II Cities and afterwards on Internet as well as our participation in the Micro-Credit Summit have enlarged the range of the topics initially dealt with in the Charter while emphasizing the living conditions and, each time, the gender issues.

 

WHY A CD-ROM ?

In view of the huge number of papers accumulated during our research work, we decided to share this information with as many people as possible and to contribute in this way to changing the mentalities in this field. To this end, the transcription of this information on an electronic support such as a CD-Rom seemed to be the best means in view of the low cost, large data storing capacity, possible indexation of all words, access to the information via a PC. This will, however, not prevent us from opening sites on the Web in order to disseminate part of the information of the CD-Rom, to ensure connections with other sites in order to enable access to the information on Internet.

Unlike a Website, but as a complement to it, the CD-Rom may be considered as :

- a storage facility : presentation of even old papers which offers the possibility of measuring the development of analyses and projects in the course of time and to ensure their perenniality;
- an opportunity to present information which is normally not published (research, theses,...);
- a simple research means enabling the development of one’s own project

The CD-Rom is especially suited for :
- reproducing whole books, files on good practice, reports, series of bulletins, conference papers, plays..;
- presenting small organisations, research work, university theses and press reports.

The CD-Rom Cities, Citizenship and Gender is the first of a series of 5 CD-Roms which will be produced until the year 2000.

 

WHY A SHARED CD-ROM ?

We have adopted the concept of a shared and free CD-Rom for three reasons :

- financial reasons : the realisation of a conventional CD-Rom is too expensive;
- dissemination : the CD-Roms Humanity Development Library (4) are largely distributed all over the world;
- strategy : we think that in order to ensure that the steps related to the taking into account of the gender are integrated into any project, this particular approach has the chance of being examined by a larger range of decision-makers and actors when it is published together with other topics.

WHAT TOPICS WILL BE SPECIALLY DEVELOPED
AND HOW WILL IT BE IMPROVED LATER ON ?

The next update is programmed for Summer 99 and Spring 2000

It will also be possible to lay emphasis on the documents published in the language of the country of origin with summaries in French and English.

Afterwards, we plan to produce more targeted CD-Roms presenting, for example, whole collections of feminist publications (in particular those which are out of print) or pedagogic means targeting women in the South or immigrated women in Europe.

The next improvements will be made in the organisation of the information, the adoption of a hypertext research system and a more frequent insertion of pictures and even videos.

 

HOW TO PARTICIPATE IN THE PROJECT ?

Simply by sending us the papers you want to have presented on one of our next CD-Roms for which we will :

1. update already registered data... send us corrections and further information

2. add your new texts concerning the various subjects which were already dealt with on the CD-Rom No1 (including new texts relating to sustainable development).... equal opportunities of women and men, decision-making and town planning, social safety, transport, housing

3. develop each time a special topic... pro-feminist men, micro-credits, appropriate technologies, urban and domestic violence, cohousing and coop, fight against racism, xenophobia, antisemitism and intolerance ...

4. improve the legibility of the texts and access to information... improving the research motor and presentation, adding pictures and videos

5. put part of the information on a Website

We want to put emphasis on methods and assessments regarding the training of the various actors, the creation of projects and their follow-up.

How should you present your papers ?
- documents always on paper (if possible a double copy for scanning reasons)
+ documents on disks or ZIP (PC or Mac) or papers via e-mail.
Specify in which order you want your documents to be presented.

WHAT WILL YOU GET IN RETURN ?

Each contributor will receive in return one CD-Rom free of charge. In addition, for everybody this will be a means to get a response from international institutions, researchers and field organisations. In any case, you will increase your chance of partnerships and project creation. But, above all, you will contribute to our common effort of knowledge transmission to as many people as possible.
